Oh, I was talking about DRM, not shrinking. The stuff which e.g.
prohibits printing if PDFs.

AFAIK, the open PDF tools still lack compression because the commonly
used LZH compression method was covered by software patents until
recently. (I thought I read somewhere that it expired, but I'm not
sure.)

Doesn't have to do anything with the GNU license.
