TI's MSP430? Is supported by a dedicated GCC port, MSPGCC
(http://mspgcc.sourceforge.net/). Although it's probably a bit on the
slow side, but if your need for speed mainly comes from 16-bit
operations then MSP might be a cost-effective thing.

If you're fine with ARM7TDMI, then TI's MSP470 might be a way to go. 
Also free tools (gcc), and a moderately priced eval board.
