As far as options for Eagle itself: do you know about the "noncommercial
license" of Eagle and do you really care about the few remaining
restrictions on that?

If you want to be sure ask CadSoft before you buy. The license you'll
get will definitely remove the autorouter (not that you should care),
not sure if they'd leave in the single page schematics capture from the
freeware version.
You can always open any Eagle projects in any license version of Eagle,
just the editors you don't have a license for don't work. You can also
install two different versions of Eagle or switch license files between
invocations, but this would be really inconvenient if you do many
iterations between schematics and board.
