Yes, the TB3031 is current limited and has no foldback. Not a great deal 
of point when the limit is only 130mA.

The Power-One's do have foldback, I think it was around 30% of Ilimit. 
This is probably a little conservative in my book. If you heatsink 
properly you could get away with a lot more.

You can 'up' this to around 50 to 60% in the Power One units and the PSU 
will power up as it should. I had to do this on some pre-built modulars 
I made up. Its a bit of a faff changing the resistors, but cheaper than 
replacing the whole supply.
