Right.  That's because they'd already used the MC4xxx numbers for one of their 
TTL series.  I've only ever actually encountered one of those parts,  the 
MC4044 that was used in some versions of the C64 computer.  The book I 
mentioned calls it a "phase-frequency detector" and it was used in 
conjunction with a 74LS629 dual VCO.
