Yes, the HEP580->583 are RTL...in fact, I have some of those in my 
collection of parts....I used them back in the 60's to build a 4 bit, 
up-down counter when I was in high school...everybody thought that was 
absolutely amazing...back then...I have long since lost the data sheets, 
but then again, I don't really consider them to be particularly useful any 
longer.....and they were expensive back then....each part cost a whole 
dollar...(or maybe a bit more)...which by even todays standards, is pretty 
expensive.
