Apparently the 4174 was later renumbered as the 40174. The 14174 is
Motorola's version of the standard CMOS 4174. Most or all of Motorola's
second source parts of the era were MC1xxxxxx. e.g. 1555 = 555 timer, 1741 =
741 op-amp etc.

Maybe. The later part will be faster. I don't know how it will react to
sluggish 4000 series signals.

Only if conditions are correct, including the power supply being +5V.
