Vishay Sfernice makes 280W resistors but they're not cheap (about
43 EUR + VAT) and they only go down to 0.47R.

OHMITE C300KR10 0.1R 300W 400°C, a mere 38 EUR + VAT.

Several low voltage bulbs in parallel ?
