Yes, a "decibel" with a lower case "b".

It isn't always. See the old Bell Labs books on acoustics by Olson. They 
always used to use db.

No, it is capatalized because the SI committee decided to do names that 
way.  E.g., 1 N = one newton.

You are confused betweem the name of the unit and its abreviation.
