We know a modular when we see one, yeat we fail to make an accurate definition.
The problem is that you can make an arbitrary definition, but wrapping all the
freak cases into one is a bit more difficult to make it work. In the end, you
fail doing strict definitions that everyone can agree with and end up with a
general guideline. The freak-cases will keep us going, but personally I think
we can spend our time and effort on wiser things. There just is no clear-cut
case. The functional modularity is what comes closest.
