Shouldn't it be possible to build an adapter which generates the 3
voltages a 2708 needs, rewire the pinout to 2716, and then just treat it
as a 2716 read-wise?
Noone is really going to actually *program* a 2708 anymore, I'd say.
Regarding programmers: there's a nice DIY standalone machine based on an
AVR. All you need externally, is any kind of computer which supports a
standard RS232 line, and a terminal program capable of file transfers.

Supports 2716 up to 27080 as well as some EEPROMs and FlashROMs.
