Is "extremely small" going to be below the resolution of an x-acto
blade or your hand/eye co-ordination? I just picked up Make: magazine
(vol 2) and saw an article on etching one's own PCBs... you can lay
it out as a monochrome computer graphic, then print and cut out your
masking film stencil-style. PCB transfer film and copper board can be
had from http://www.techniks.com and ammonium persulfate crystals (for
etching) can be ordered from http://www.mgchemicals.com and no doubt
elsewhere. It might be tedious to cut so many tiny lines yourself,
but perhaps you could go one further and find out a way to
photo-transfer your masks on the cheap. All things are possible...
