[sdiy] easy (?) decoupling cap question

Hi all.

I've built a few simple circuits before and now I'm trying to actually start understanding them.  Previously I've noticed that decoupling caps tend to be electrolytics but now I've got a few of ken stones pcbs and they seem to be bipolars.  I'm also building a cv utility module on stripboard (modified form the old modulus magazine) and really don't know what type of caps to use.  Does it even matter?

Any advice/pointers would be greatly appreciated, cheers
