What do you mean by "change things"? You can hook it to the OPB, change
cache settings, attach functionality to the FSL, but that pretty much
was it. No way to change the core itself, since it's delivered as a
netlist, not source. No idea if they also deliver the Microblaze source
for sufficient loads of money.

Regarding licenses, I was under the impression that this just matters
when you want to go commercial. (OTOH, I never really cared cause we're
XUP members.)
