For this little project, I am using the Xilinx Spartan 3 Starter Kit:

It costs only $100.  And then I downloaded the Xilinx ISE Webpack, which is 
free.

Now, the starter kit does come with a JTAG cable, however I found it to be 
a little bit unreliable.  Fortunately, I already had the Xilinx JTAG IV 
cable which works so far flawlessly.  However, that will cost another $100 
or so.

They are having seminars around the country and you can get deals on both 
development hardware and software.  They are selling a eval kit for doing 
MicroBlaze embedded processors on a Spartan 3S1500 with the XBase ISE and 
EDK for $700 (regular price of about $1900)...learning how to do that sort 
of stuff seems to be rather important at the moment...need to differentiate 
myself from the other engineers I compete with for an ever shrinking number 
of jobs...
