Regarding this sort of widget, if it were fast enough you may be able to use
one of the sort of "off the shelf" solutions like from DLP. There is one
other I can't think of right now. These guys likely provide you the vendor
id and product id's you need. Then you have the task of writing a driver to
use the damn thing. Good luck on that...
The Cypress FX2 dev. kit could get you there too. It is an 8051-based part
that supports USB2.0. Costly kit though.
While you are at it, why not make me a USB to Wavestation AD sample dumper?

There are several flavors of PIC that are USB enabled. A list can be found

It probably wouldn't be terribly difficult to implement a stand-alone
USB->CV box using one of those. For my senior design project at school
I created a MIDI->CV box using pretty much a PIC 16f877a, a DAC and
some op-amps, so If you want something simple a PIC maybe the way to
go.
