Selecting some of the tiny US states will be awkward. Is it practical to
have a "regional" zoom level between the national and state levels?

You might want to consider keeping the map separate from the plotted data.
Display the map on the web page first, and then overlay the markers over
this image. I've seen some weather forecasting web sites that did things
that way. It might make things easier to program and update.

Overall, it's looking pretty good so far.
