I've been working with this software package :
http://phpmap.sourceforge.net to do just this, a website where people can
enter their Lat/Long ( available from most mapping services, although I
havent found it with Google ) and stick up a marker.    I think I mentioned
this a few months back, started working on it on and off as I hate writing
database backends for stuff...
