Not at all out of reach... as long as you do not succumb to
"creeping featurism" where you wish for more and more...   :^P

I'd use 1/2 of a CD4520 binary counter to convert a clock
to binary, then two CD4028 to convert binary to sixteen
individual outputs.  Those would drive the colums of switches.

"or" the switch outputs using diodes.  Each of those would go to
a buffer (or one shot multivibrator if you need a certain length of
pulse, not just 1/16 of the clock time)

I'd include one row of switches wired back to the reset input of the
counter so you can get other time signatures.

You are basically looking at a very simple circuit that will cost a
fortune
in switches and a lot of wiring.
