Karl,
I'm assuming when you say 7474 you don't mean 74LS74
or 74HC74. The old TTL pulled lots of current, and
induced glitches on clock and reset line was a
problem.
Step 1: Place 0.1uF caps across +5V and GND on each
IC.
Step 2: Test...
(if fails)
Step 3: Place 100pF caps on the suspect lines (set,
reset, etc) to GND. This should stop glitches.
If still fails, I'll have to see a schematic to dig
deeper.
