If you want to go for a universal solution ("anything to everything")
check out SoX. It supports a broad variety of encodings, data sizes, and
bit orders plus a whole lot of sample formats (including Yamaha TX16W,
for instance).
It also contains basic sound manipulation such as adding chorus, reverb
etc. to the samples.
