The only way I'm restoring keyboard is this:
disassemble all keys, clean carefully each of them with a sponge and soap or dishwashing liquid, use pure alcohol to clean the contacts. Depending on how the contacts are made it may be not good idea to disassemble them, but most of the times it's doable too.
Assemble the keyboard and it looks like new.

This is no-compromise approach, but anything less than that is just not enough.
