I got a lot of seashore sounds out of the infamous SN74677 (right part? 
You know, the big "complex sound generator" from the 80th). But I guess 
any digital noise generator with a variable clock will perform as well. 
I just hooked up an external clock to the noixe-gen and modulated it 
with a triangle lfo.

It was somewhat artificial, but if you ban natural sounds for some 
reason that's the price to pay.
