The chips in Speak and Spells are not Allophone chips and data on exactly
how to make new noises with them ( beyond using stock voice ICs ) is hard to
come by.

There are a vast number of Text to Speech products from the 80s you could
rip apart, or you could just hit speechchips.com and buy loose chips new.
