I suspect it was made by an extrusion process, not unlike the way striped
toothpaste comes out of a tube. The trick would be in having a die setup
constructed to get the flux and solder to flow together simultaneously into the
multi-core pattern at a relatively large diameter. Then, a narrowing die would
reduce it to the final diameter, keeping the proportions the same.
I used to have a Weller gun with the light bulb in it, until a roomate stole
it. Two power levels (40 and 60W?), depending on how hard you pulled the
trigger. Came with a little wrench to tighten the nuts holding on the tip.
