[sdiy] 4017 not stepping.

In continuation of my mutterings about 4017 decade counters a while back, ive plugged a few bits into the breadboard.
And then i stripped it right back to the basic when i had no sucess.
4017 and a 9v battery, connected to pins 16 and 8.
Output zero, pin 3 shows 9v. Touching a 9v lead to pin 14 (clock) should make the output swap, but it dosnt.
So far as i understand it, i shouldnt have to, but ive tried running the enable output to ground also.
So am i being blind somewhere? Or are these 4017 chips *very* easily killed or somthing (i havent actually abused it at all, so far
as i know)
