Nice to know that folks choosing not to live in harm's way have to subsidize 
people living in 'Paradise' without state taxes, etc. Florida was basically 
unihabitable until air conditioning (courtesy of John Carrier and electricity) 
arrived in the 1940's. While living in Ohio in 1992, I dumped my Allstate 
insurance after hurricane Andrew gave them allowance to raise my home insurance 
rate in Ohio 50%. Screw that. I went with a more local insurance outfit and saved 
big-time. Hopefully recent deregulation of electric company outfits will 
allow me to switch providers if they try to make me pay for companies charging for 
doing interstate business and repairs in Florida. I'll find a way to switch 
them, too. Hurricanes are part of life down there. They should pay the costs of 
living there. No disrespect to the linemen, workers, etc.
