You may want to check out the LM1036 or TDA1524.
This are Voltage Controlled; Tone, Volume and Balance ICs.
Both ICs are easy to get and go around $5.
Just add some opamps for buffering and your set.
Good as; stereo VCA, Panner, Wave-shaper, Scanner, Ring modulator, Badly
done rotary speaker,...
