People are so obsessed with "development systems" these days.

All you need is a good assembler, my preferred one is "AS1.48" which 
covers pretty much all microprocessors and microcontrollers I'm likely 
to touch.

For anything else there's "gcc -s".

Heck, my first programs I wrote on paper and performed a manual 
assembler run, then poked the resulting decimal numbers into memory -- 
after creating a REM line long enough to hold the program. (Now what 
machine I'm talking about? :)
