This business of iron-on boards has been done to death (many times!) 
at the diy-stompbox forum.
The consensus seems to be that EVERY variable is crucial:

cleaning the copper board,
temperature of iron,
pressure of iron,
time spent ironing,
brand of laser printer or copier,
type of paper (vaies from glossy magazine to PnP to 
ovethead transparency to Avery lable backing to photo grade 
printer paper)
time spent soaking 

and probably phases of the moon.
