Yes, and you can easily (de-)tune it inadvertendly. Once the Function 
Parameter "Master Tune" is selected, the data entry slider acts as a 
master tune control, even if you switch into voice select (Internal or 
Cartridge) mode.
This is valid for the old DX7, I don't know about the DX7II.
