The transformer you describe does not sound like something that is
appropriate for a power supply. Even if you are getting a voltage
transformation, the problem with many of these smaller transformers is that
they do not saturate the core when operated above rated voltage. Your
worries about fire are probably well founded.
The Mouser (and other) catalogs are full of transformers with the dual rated
primary and secondary ratings. And most of the commercially available
linear supplies that output +/-12 have mutlitap inputs for 100, 120, 220,
and 240 volts.
I never build power supplies beause the parts to build them seems to cost
more that pre-built ones that are quite nice..
Whatever you do, don't forget the fuse. :-)
