That's what I'm trying to do, but there's little cooperation from the 
industry.  :-(
Distributors that are willing to dump surplus in the bin are 
unwilling to export it, because you're outside their territory (rules 
to prevent "grey imports") and they refer you to your local importer. 
Who, in turn, has a "dealer only" policy.
The whole strict dealer/service center system makes such a franchise 
nearly impossible, because such an organization doesn't fit the 
dealer- or service center profile. At the same time, there are 
leftover portions of parts, spread among hundreds of different 
places, and nobody really knows what is available where.
Since everyone within such organizations is subject to the rules from 
above, it's not easy to break through. The only solution might be to 
fly to Japan and play golf with some of the moguls.
In the meantime, I'll do what I can. ;-)
