For something like this packaging and test is the main part of the cost.
If these are indeed the same die, then the lower-spec part most likely
just isn't tested for some things to avoid the associated test cost.
Depending on the yields, some of the better spec parts that fail
testing might be binned down, but normally you have a good chance of
finding a sizeable portion of parts that would have passed all the
tests that weren't actually performed. On the other hand, if yields are
good enough, you might even find marked down parts: years ago I've had
to empty all the tester bins for >600V power diodes into the 300V bin
just because there was a big order for 300V diodes and that bin would
not fill up quickly enough...
