Ken Stone has a couple of projects that might be useful... look at http://www.cgs.synth.net/--under PCBs for sale, have a look at his Gate Sequencer, or the Sequential Switch.

I just finished my switch (last nite!), and after swapping out several combinations of ICs it works like a champ.  I'm using as a 2 input variable length switch, but you could use just the gate outs... it has a max of 8 steps, but i bet you could cascade 2 together to get 16.  it has goodies like pattern length & direction, too.  it needs an external clock--his utility LFO would probably do the trick.  i'm a big fan of ken's stuff (as are many on this list), certainly one of the best values around...
