I got the impression that John Blacet was using "scales" and "tunings"
collectively, and wanted to know *which* 16 scales/tunings would be
most useful. :-)
For example, I think of just intonation as a tuning, not a scale.

Care to elaborate on that? Do you mean set the quantizing points
halfway between the target pitches?
Actually, a "skip" mode would be kind of interesting, where there
would be no output if the source and target were, say, more than a
quarter tone apart.
