Wireless doesn't always have to mean radio transmission. Could you perhaps
use a modulated IR link for your laser? I don't think the FCC regulates IR,
but I don't know about agencies of other countries.
There are also several frequency bands scattered throughout the spectrum
that are reserved for low-power non-licensed applications. I don't remember
all the technical details, but if you operated on one of those frequencies,
with low enough power, you might be able to use whatever modulation and
protocol you desired. There's also the remote control bands available to
amateur radio operators. Perhaps one of those frequencies could be pressed
into service? Of course, you would need an amateur license to transmit
anything on those frequencies. (It's not practical for most people, but it
possibly might be for someone on this list?)
