The Doepfer A156 quantizer is a good example of what
you're after. I don't know how it's implemented but
I'll bet it's not high tech.
Unless the goal is to make wierd tunings, it would
seem to me that algorithmic manipulation of the
digitized CV stream is the simplest way to go. That
would suggest using a microcontroller and hence the
effort would be in software.
