Is it possib;e that you have a transformer for
Japanese line (like 100V) and you are operating on a
higher line voltage...

Also, are you measuring the AC voltage with the load ?
It can be MUCH higher than the rating in that case.

I'd measure the DC voltage at the regulator input for
the best idea of actual performance.

Remember that heatsinks cost money and manufacturers
will let parts run hot, just not TOO HOT
