Just guessing here, but it's probably a cable that has either CV and Gate 
input or output (3 conductors:  CV, Gate, and Ground).  It's almost certainly 
some kind of mod that someone did at some time.  Nevertheless, you'll need to 
trace the wires and look at the ARP 3604 keyboard schematic to really determine 
what they're supposed to do.
