Apps such as Arboretum's "Ionizer" (an extremely versatile FFT EQ), and
Native Instruments' "Spektral Delay" both do such things. NI might
still offer a demo on their site, if you want to play with it.

Seems like in digital, nearly any kind of treatment can be considered a
"filter"!
