Steve,

Try here,

Hi All,
Anyone remember the ICL7216DIPI, that is a frequency counter on a chip?
Anybody know where a schematic/data sheet for this critter might be?

 Thanks,
   Steve

It is a perfect 5th (or 4th depending on how you look at it). And it is
symmetrical as in 50% duty cycle or square wave. I used it as part of a
divider
chain in a PLL frequency multiplier.

  It has 7 outputs at 1F, 1.5F, 2F, 3F, 4F, 6F and 12F. All are square wave
outputs.
1.5F, 3F, 6F and 12F all have perfect 5th relationships back to the
fundamental.
This is very useful, IMHO. The divide by 3 circuit can indeed be used as a
subharmonic without going the frequency multiplier route and it still has
the
  perfect fifth relationship.
