Agreed.
I ususally like do a quick meter-check for shorts first and then use a 
regulated power supply with a very low current output (+/- 15V @ 100mA) 
for testing individual circuits on breadboard, and for double checking a 
just-finished module for the first time. If the voltage on one or the 
other rail drops when I power up the circuit, then I can suspect 
something is not right.

On one of my earlier modular synths, I have a break-out panel with three 
binding posts on it connected to the internal +/- 15V supply - It is 
very handy at times.
