It depends entirely what kind of company it is, and what kind of
jobs they specialise in. Some metal shops are interested in 
bulk repetitive jobs & do them on automated or semi-automated gear
which incurrs a (sometimes large) setup cost.
Other places are just one or two guys who do it by hand, so you just
pay them to get out a ruler.

PCB places, screen printers, powder coaters and so on are all like this.
