Is it really?

I would try a company next time if they just tell me something like
"we're sorry but due to heavy workload we're unable to process your
request this time"; however, if they give me an insanely high quote,
they instantly lose me as a potential future customer.

Even worse, I would discourage *anybody* asking me directly or 
indirectly (e.g. on a mailing list) from doing business with that 
company.

If they only want "big" customers and don't like "setup+1 item" kind of 
jobs (aka "end customers"), they should just say that -- but not shooing 
away unwanted customers with "get away" quotes. It could easily 
backfire...
