Okay...
I tried the supply with a load, between 470 ohm and 4.7k, and still the
ouput is about 15v DC.
I replaced the large 2200uf cap (filter cap?) with a new old stock cap which
seemed to test okay, and still the ouput is 15v DC.
I replaced the bridge rectifier with a new one with the same specs, and
still the output is 15v DC.
So I'm getting frustrated being this stumped on such a simple circuit... I
must have some stupid mistake in there somewhere...
If one of the .1uf ceramics was bad would that destroy the regulation so as
to end up with ~15v instead of 9v?
I suppose I should just start from scratch from a different schematic or
something, but this one seemed so basic...
