[sdiy] Power Supply Question

I have an HP 6205B dual power supply.

Both sides are havnig the same problem:  When I measure voltage from +/- inputs
I only get the positive voltage, i.e. if the meter reads 15V my meter reads
only +15V.  If I measure voltage from +VDC or -VDC to GND I don't get any
reading (0V).

I've done some tests suggested in the service manual, from checking for shorts
on the caps, making sure it is set up right with the strapping pattern on the
back, etc.  Everything seems correct.

One thing I noticed, is that there is no connection from the power line to AC on
the transformer.  There are only connections made for GND and ACC.

Page 13 of the PDF shows the strapping pattern suggested.  I didn't connect + to
GND because

Page 60 is the schematic.  It is wired as shown except for the following:

ACC is as show.

AC isn't connected to the terminals (there are 2 of them) that are marked AC on
the transformer.  Would this be why I have no -VDC for either of the supplies
on the dual power supply?

It goes directly through the FUSE instead, then to "56" on the circuitboard,
then to terminal "6" on the switch (I know, the schematic only shows terminal
1-5).  I measure continuity between 6 on the switch and 1 and 3 on the
transformer when the switch is turned ON.
