[sdiy] Another new hard to find part....

It is very handy for generating counter functions.  While it may at first 
blush seem like killing flies with atom bombs, it is an easy, no fuss...no 
muss way of making almost any kind of imaginable counter.  I used the 283 
also in the Mikado sequencer.  To make a 4 bit up-down counter you need 
only the 283 and a four bit D-FlipFlop register.
