Recreating the 74HC283 with "discrete" circuitry, while an interesting
exercise, would be problematic...i.e...way too many parts. I could
recreate the functionality with a CPLD, like say a Xilinx XC9536, but the
advantage of using standard "ttl" (really CMOS) functions is that anybody
can build up the circuit. So far, I have done only one project that had a
PLD in it, and that was because size dictated. Most people do not have the
ability to program the chips, so, if I can, I avoid them. One big
exception are micro controller chips....there are no substitutes...
