Yes, that is Nyle "Synthacon Filter" Steiner the famous session trumpet
player, inventor of the EVI Electronic Valve Instrument, and modest genius
behind the Steiner-Parker Synthesizer company of Salt Lake City back in the
70's.

(He is also a really warm and wonderful person!)
